La semaine dernière, le bureau du procureur général et le bureau du procureur de Moscou ont déposé des demandes pour liquider Memorial International (Международный Мемориал) et le Centre de Défense des droits Memorial (Правозащитный центр Мемориал) respectivement auprès de la Cour suprême de Russie et du Tribunal municipal de Moscou.

La demande de liquidation de Memorial international se base sur une prétendue violation systématique de la législation sur les « agents étrangers » (en l’occurrence pour absence de marquage des mentions obligatoires imposées aux « agents étrangers » sur les publications et autres supports de communication ). En ce qui concerne le Centre de défense des droits Mémorial, outre la « dissimulation d’informations relatives à la fonction d’agent étranger », ses publications contiendraient des éléments d’apologie de l’extrémisme et du terrorisme.

Lors de la conférence de presse, nous analyserons le bien-fondé des arguments juridiques de ces poursuites, parlerons de la façon dont les organisations visées envisagent de se défendre et discuterons des conséquences pour la société civile russe et pour le pays dans son ensemble de leur éventuelle fermeture.

La conférence de presse aura lieu le 18 novembre à 11h30 en « présentiel » dans les locaux de Memorial (Karetny Ryad, 5/10 à Moscou) et via Zoom®. La conférence de presse sera diffusée sur les réseaux sociaux (Facebook®, YouTube®, VK®). Elle aura lieu en russe avec traduction en anglais et sera diffusée en ligne dans les deux langues.

Press conference « Lawsuits to liquidate Memorials: absurd, illegal, and dangerous for civil society »

Last week, the Prosecutor General’s Office and the Moscow Prosecutor’s Office filed lawsuits with the Supreme Court of Russia and the Moscow City Court to liquidate International Memorial and Memorial Human Rights Centre.

The reason to shut down International Memorial is a systematic violation of Russia’s « foreign agent » law (in particular, the requirements to label materials). The Human Rights Centre is additionally being blamed for allegedly justifying the activities of extremist and terrorist organizations.

At the press conference, we will analyze the soundness of the legal grounds of the lawsuits, talk about how the organizations plan to defend themselves, and discuss consequences for Russian civil society and for the country as a whole if both organizations are shut down.

The press conference will be held on 18 November 2021 at 11:30 in person at the Memorial office and via zoom. The press conference will be broadcasted on social networks (Facebook, YouTube, VK).

На прошлой неделе Генеральная прокуратура и прокуратура Москвы подали иски о ликвидации Международного Мемориала и Правозащитного центра «Мемориал» в Верховный суд России и в Мосгорсуд соответственно. 

Основание для ликвидации Международного Мемориала — систематическое нарушение законодательства об «иностранных агентах» (речь идёт о немаркировке материалов). Правозащитному центру, помимо этого, предъявляют оправдание деятельности экстремистских и террористических организаций. 

На пресс-конференции мы дадим юридическую оценку искам, расскажем о планах организаций по защите, а также обсудим, какое значение для гражданского общества России и для страны в целом будет иметь ликвидация “Мемориалов”. 

Пресс-конференция состоится 18 ноября в 11:30 в очном формате в офисе «Мемориала» (Каретный ряд, 5/10) и по Zoom. Пресс-конференция будет транслироваться в соцсетях (Facebook, YouTube, VK). Рабочий язык — русский. Трансляция будет идти на двух языках: русском и английском.
